Dogs and cats coming into Puerto Rico must

A certificate shall state that the animals do not originate in an area quarantined for rabies.

All dogs and cats more then four months of age shall be vaccinated against rabies within six months prior to the date of shipment and shall be identified with proper identification tags and accompanied by a certificate of vaccination against rabies.

All breeds of Staffordshire bull terrier, American Staffordshire terrier, American Pit Bull terrier and hybrids produced by crossbreeding with dogs of other breeds are prohibited.
