Someone left a pair of underwear by the pool. Hubby reported it, hours later they were still in same location. Room was clean

We chose to stay there for the pool. But when we went to get in it was very cold, colder than what it should have been really being in doors since there is no sun to warm the water.
The room was poorly made up. Looked as if the housekeeper just threw the towels on the shelf. The refrigerator was not cold at all and no way to adjust it. The bed was poorly made up. The soap dish was not clean. It all made me wonder just how clean the rest of the room was...
I didn't feel the cost was worth the stay.
